Vitter and the chemical industry wanted the federal TSCA law to preempt state laws (I suspect because of a combination of preventing stricter state rules in the absence of preemption, and in order for the chemical industry to have a better idea what rules they will have to operate under), while I don't think the Democrats (particulalrly Feinstein) did; with a Republican Congress (and committee chairs) a TSCA with preemption might be more likely to happen.

    I worry slightly about CSB; they've had support from both parties before but have gotten ridden hard lately.
